Sipalay City
Sipalay is a 3rd class city and is called the Serene Jewel of Negros Occidental. It is the mining area which has evolved into a popular tourist destination. According to the 2015 census, it has a population of 70,070 people.
The original natives of Sipalay were the "tumandoks", perhaps with Malay or Bornean roots, who discovered its fertile lowlands plains. It became the refuge for sailing adventures from the neighboring island of Panay. It also became a lookout point when the Japanese occupied the country.
Chinese merchants came to the place to barter their wares for local products, particularly rice. This is the time when Sipalay got its name from the old native phrase "si palay" which was their reponse to Chinese traders meaning "there is rice". Sipalay was proclaimed as a town signed by late President Elpidio Quirino, Executive Order No. 185 and officially inaugurated on December 20, 1948.

Festivals
Pasaway Festival - It is a copper worship celebrated every March 31. Performers depict the tribes in ethnic costumes in the semblance of copper minerals dancing to the beat of Pasaway music.
Handurawan Festival - It is an annual fiesta celebration held every December 18-20 coupled with the yuletide season. It provides the locals and trourists a three-day activities to enjoy their time.
